International Human Rights Law in its adjective and substantive aspects is under construction and this research proposal seeks to assist in its study. Therefore, it is intended to identify the nodal points of the United Nations Human Rights Committee when assessing the aspects of form (due and improper substantiation), substance and reparations of the individual complaints mechanism in relation to article 14, paragraph 1, of the International Covenant on Civil and Political Rights.
